I am directed to acknowledge the receipt of your letter of the 18th December, 1922, regarding a clain made by certain Chinese relating to fees paid for permits to enter ahil..

I am to explain that in my letter of the 2nd December, it was not intended to suggest that you were in any way personally responsible and that the phrase "under your authority" in that letter should have been "under the authorit of the Consulate;" the point being that the presence of the "chop" of the Compradore Department of the Consulate on the documents, would naturally give the inpression that the documents were official and valid. It is noted that you are unable to present this claim to your Goverment.

I regret that it is not considered possible for legal action to be taken as you suggent in paragraph 3 of your letter, as it seems certain that it would have no effectual result, in view of the desappearance of Li Shu Mau,
